The charges
A 20-year-old Baltimore man is facing a list of grave criminal charges, including rape and assault, after allegedly attacking two 13-year-old girls. Malik Hassan Allen was arrested following disturbing allegations that he abused the teens in May and August of 2025.
The allegations
According to court documents, the situation came to light when the mother of one of the victims reported the assault to authorities in August 2025. One of the victims claimed that Allen attacked her while she was sleeping in a basement, forcibly removing her clothing and assaulting her. The girl reported that Allen put his hands around her neck, leaving her struggling to breathe. The incident allegedly only ended when the teen’s brother called out Allen’s name from another part of the house. Prosecutors say Allen then threatened the girl, warning her of consequences if she spoke up.
DNA analysis eventually confirmed that Allen is the biological father of a child born to one of the victims, a fact noted in a June 17 bail review sheet. Allen is currently being held without bond and has a pretrial conference scheduled for October 1.
Why the case is moving
This case has been handed over to the Baltimore County State’s Attorney’s Office to avoid any potential conflict of interest. This is because Malik Hassan Allen is the son of Hassan Giordano, the chief of external affairs for the Baltimore City State’s Attorney’s Office.
"When our office learned of the allegations, it immediately referred the matter to the Baltimore County Stateʼs Attorneyʼs Office because of the potential conflict, so that they could conduct their own investigation," said city prosecutor spokesperson James Bentley.

The details here are truly heavy, and the fact that the suspect is connected to the city prosecutor’s office has necessitated a shift to county oversight to ensure the investigation remains unbiased. With the suspect currently held without bond, the legal process is now moving into the pretrial phase.
