A failure in oversight
Real talk: the system designed to protect kids straight-up fumbled. Vincent Chan, who is currently serving an 18-year prison sentence for 56 sexual offences, was actually flagged for his behavior back in 2021. Parents at his Bright Horizons nursery in north-west London had raised major red flags after their daughters reported concerning interactions with him.
Bright Horizons alerted Camden council, and an investigation followed. While Chan was put on desk duty temporarily, he was eventually cleared to return to childcare. Fast forward to 2022, and he was secretly filming the abuse of three-year-olds at that same facility. It’s giving total negligence, and honestly, the vibes are off.
How we got here
Chan was finally arrested in 2024 after staff stumbled upon the videos he’d recorded. A deeper search of his devices revealed he was a prolific offender with a dark history, including previous abuse at a primary school where he worked as a teaching assistant.
Even after the 2021 warnings, other parents claim they flagged his 'angry' behavior in 2024, only to be dismissed by the nursery. By June 2025, the facility was shut down. Camden council is now conducting a safeguarding review, but they’ve already admitted the review isn't designed to hold specific people or organizations accountable. The full report, which has been delayed multiple times, isn't expected until early 2027.
Why it matters
This case is a massive L for child safety protocols. When authorities have the chance to intervene and instead clear an abuser to keep working, it ruins the trust parents place in these systems. Families are left wondering how many red flags it takes before someone actually acts to prevent a predator from having access to kids.
