The situation

Miguel Parra-Hernandez, 48, is currently in ICE custody and facing major recovery after being hit by an unmarked federal vehicle in a Houston shopping center parking lot this past Saturday. Parra-Hernandez, who has lived in the U.S. for 34 years and has no criminal record, suffered a shattered hip and ankle. The real tea? He wasn't even the person they were looking for.

What went down

ICE claims they were chasing a man named Jose Mendoza-Cervantes during an early-morning operation. According to the agency, Parra-Hernandez ran in front of their SUV while they were pursuing other people. However, footage from the scene tells a different story—it shows an unmarked SUV veering toward Parra-Hernandez as he ran across an empty parking lot.

His attorney, Kim Bruno, says Parra-Hernandez fled because he had no idea who was in the unmarked vehicle, which didn't have sirens or lights going. He and his passenger didn't even know the target of the ICE operation. To make matters worse, the ICE vehicle involved didn't use emergency lights, despite new internal guidelines suggesting agents should ensure they look like law enforcement during stops.

The aftermath

Parra-Hernandez is stuck in the hospital facing reconstructive surgery. His advocates from FIEL Houston say that while he was trying to meet with his legal team, ICE agents barged into his room, started recording the conversation, and forced the lawyers to leave.

Why it matters

This incident is highkey messy and is now under investigation by the Harris County District Attorney. It’s sparking major questions about ICE’s aggressive tactics, especially since the agency recently updated its rules to stop chasing vehicles that refuse to pull over. The fact that Parra-Hernandez is being held by the very agency that hit him is, as his advocate Cesar Espinosa put it, just adding insult to injury.
